Speeds used to be fine but now dreadful

Things were fine until end of October 2014 and have got much worse lately.  There may well be more than one issue, so I thought it worthwhile to post here first.
Username for the affected service is: pacaya
First problem was with my NTP Pool server that used to be marked with a maximum score of 20 for months on end.  After October 2014, the score would be regularly so low that the server was not being used in the pool.  This has continued ever since.  Please see www.pool.ntp.org/s/134 for current status.  I wondered if some kind of 'shaping' had been applied that resulted in this issue
Until the middle of this year the TBB speedtest would give about 37Mb/s, although there were odd times with bad result.  After this date, TBB would typically give low results for TBB and good results for HTTPx6.
Since a few days ago both are bad at less than 1.5 Mb/s.  Upstream has been fine throughout.
I just went to the btwholesale speedtester and got: "Please raise a fault with your service provider, stating that the BT Performance Tester tool indicates poor service throughput performance after the third test."
Downstream was about 1.7 Mb/s for the first tests and about 37 Mb/s for the third test.
Another point: my computer was upgraded in September from a P4/XP to i7/w10, but I haven't fiddled with it at all other than to get it connected and install all the programs from the other machine.
Also: NTP server runs on RPi but got the same results using the old computer.  NTP not installed on new machine.

Update:
I tried the BT speedtest several times on Friday with similar results including two successful TAP3 results.  The last result for background test was actually even worse on D/L, around 0.5 Mb/s IIRC.
Tried again today , again with similar results, but haven't managed to get the TAP3 result due to timeout error.  I'll try again a bit later if possible.

I've taken a look over that account and can't see anything that would obviously be the cause of the issue. If you're still having lower speeds I'd advise reporting a fault to us at https://faults.plus.net

Thanks - problem raised under question 116661658.
BTW tests seem fine but have been asked to connect direct to BTW modem. 
I suppose I wasn't that surprised that the BTW tests were fine as the TAP3 speedtest was OK but I thought it would more likely suggest something on the Plusnet side.
Anyway, I tried the direct connection and managed to create a Plusnet connection that says I'm connected but I can't access any website - they just time out.
Any ideas as to what I may have missed?

Finally got connected via modem - it was a combination of a typo and wrong setting.
Unfortunately results from speedtest are still just about the same: very low D/L on TAP1 & 2 but fine for TAP3.

I wondered if you could look at ticket 118224569 and get my profile fixed again?
My speed problem was due to the profiling , but I thought it had bee fixed when my speeds finally came good on 30th and 31st January - so I closed ticket 116661658.
However on Tuesday 2nd February I noticed the D/L was back down from 38 Mbps to just 2 Mbps so it looks like the profile needs fixing again to match my 40/10 service.  My U/L is OK at 8 Mbps.
I did update 118224569 (about the related billing issues) on Tuesday to explain that the speed issue was back, but it hasn't been picked up yet.

If you're experiencing speed issues it'd really need a fault reporting, rather than tagging on to a different ticket. You can do this at https://faults.plus.net

That's OK - someone has picked it up and it looks as though the speed profile has now been corrected.
