Speeds never consistent

I suspect the issue might be the cable that goes from the master socket through under the house floorboards out to the main telephone pole. If this cable was to be the source of the problem. Am I liable to pay for the fix ? I suspect installers nowadays will refuse to go under the house due to H&S or Laziness.  😉
If that is the case and I am not liable - how would they fix the cable ?

Our tests are showing there's a potential capacity issue at your exchange.
I'd recommend finishing off the fault troubleshooter you started so our Faults team can take a look.

I just ran another couple of tests.#
DL 61:89 UL 13:33 Ping 38:38
5 miutes later
DL 66.81 UL 14.33 Ping 29.75
these seem a lot lower speeds than usual, will the helpcntre do anything about these speeds ? Sometimes they are a lot lower.

Any idea what is going on and why its taking so long to get this resolved. I'm fed up with the amount of issues i've had with Plusnet.
Having to spend my time chasing this up is a pain. If my service is not what it should be should I not be compensated.
