This is getting a bit frustrating.
Is this the end of the road from PlusNet - no problem found, nobody investigating any more? This causes me problems - as an Apple developer, I'm constantly downloading lots of stuff from there, both big and small, and it seems poor that I have to jump on my neighbours internet to get them in a normal time.
Not meaning to sound childish (first world problems etc!), but I will change provider if this isn't sorted out soon, and I've been more than happy with PlusNet up to now.

Can someone find out an Apple CDN server and post a traceroute?

I bought my first iPad a few days ago and I have noticed the very variable speed too. Downloaded iOS 9.1 in 2 minutes but a few hours later, a 10Mb app took 10 minutes.
This slow then fast is happening at random. Using an fttp 80/20 link , Google  dns servers and no other website is showing the same pattern nor slowing down at the same time.
Ex - Plusnet Customer (2009 - 2023) now with BT

have you tried changing your dns servers ?
back in 2010 this problem appeared and it was because everyone and their dog used the same dns servers to connect to apple's CDN so they were throttling the connections to a snails pace, so if your using google's dns servers or some other none isp servers try switching them out to bt's or virgins etc and see if its speeds up your downloads, chances are whoever your connecting to uses a different dns service to your network preference and that's the sole reason for you getting the downloads quicker /

No it was from Amazon EC2, it would be hard to use the same route as Plusnet as the routing is decided automatically. Was the same CDN it's clearly a hop on the Plusnet side that's the bottleneck.

Apparently my ticket ont his issue has been further escalated, so we'll see whether anyone can actually pinpoint the problem.

Downloading an iOS firmware just now and seems to be maxing out my line but it is outside of peak time, but I was having issues around this time a few days ago.

Plusnet sort this out with apple, i can't even stream the songs in the itunes store  Roll_eyes

Yes, I have been having this issue for a while now, thought it was me going mad. 
I have a Ubiquiti Edgerouter Lite in 2 locations, one on PlusNet synced at 74down / 19up  and Virgin Media 152mb down / 12 up (ridiculous)
I have a OpenVPN Site-to-Site Tunnel between the two locations.
On my PlusNet side it sometimes struggles to even stream a song from AppleMusic .... it's really frustrating.
Bear in mind these results are me on WIFI (802.11ac to Apple Airport Extreme's i have).
Doing a netstat whilst running some updates and watching a film from iTunes I don't seem to hit the Apple CDN's but Akamai :

Posted earlier so am now giving update. HAd all sort of issues not only with Apple - there seemed to be a problem using all sorts of streaming services.
Kids couldnt use netflix, my audio book downloads were frequently getting corrupted and I'm not sure this was a PlusNet issue by Sky catchup programms (ie the internet downloaded ones) were full of pixellation in parts.
Anyway problem all sorted now!!! Grin
Am with a new ISP - Instant 100% improvement with all above issues! AND upload speed almost x2 as fast.
