I have tested speeds and I'm only getting 30.34 mbps download... 18.41 upload..ping 10ms
originally after a week I was acheiving nearer the 70+ paid for. why is this happening?? I've had plusher for 4 months now.

Your connection from the router to the exchange is also pretty stable...
From the notes on your account it looks like you're using a wireless connection. As well as changing the WiFi channels, have you tried splitting the 2.4 Ghz and 5 Ghz, or trying an alternative device?
