Speed drop following PC switch-off and on again

Until recently I was getting a consistent and steady download speed of well over 7000 kB/s.  A few days ago I turned off my PC to fit a new Blu-Ray drive - the first time the machine had been switched off and unplugged for months.  Since restarting, and with no changes to software or setup, the maximum download speed has dropped to around 5000 kB/s and remained there.  
Is this likely to be related to the switch-off, or could it be a coincidence and was actually caused by something else?  In either case, is there likely to be anything I can do to get back to the former speed?

Oldjim, thanks for your reply.  Here are the results:
Download:  44.29 Mbps
Download IP profile:  64.01 Mbps
Upload:  3.12 Mbps
Upload IP profile:  20 Mbps
"We were unable to identify any performance problem with your service at this time."
I just experimentally downloaded a file using uTorrent, which reported the speeds like this:
Download: 5.9 MB/s
Upload: 7.1 kB/s
Before the sudden speed drop, I was seeing a download figure of well over 7 MB/s, sometimes almost as high as 8.

In which case you should be getting  over 7MB/s or about 60Mb/s
So where to now
First check - I assume that these tests are wired - is the TBB speed test which tends to be more informative http://www.thinkbroadband.com/speedtest.html

Nothing obvious there and you should really be seeing nearer 60Mbps downstream

Oldjim, thanks.  It does seem curious that the drop occurred after I powered down the PC for the first time in ages.  Perhaps it was just a coincidence, but maybe I'll try unplugging everything again and see what happens.

With the PC powered back up after a gap of five hours, here are the new speed test results:

Current line speed was reported as 64 Mbps, and downloading a test file with uTorrent gave a speed of 6.4 MB/s. These figures seem to be quite close to what I used to get, and are certainly better than what I was achieving during the slow patch.
