Slow speeds advice please.

Hi getting between 29mb & 40mb  but paying for the faster package just checked on the plusnet site & it gives this information
Telephone number:
0114xxxxxxx (Its a dead number with a Sheffield std & i live in South Glos some 200 miles away)
Phone exchange:
BENTON

80Mb (Download speed could vary depending on line conditions. Estimates are the maximum speeds that your phone line can support. These speeds are dependent on the package you choose.) - Checked on 2015-02-13 13:17:12
Current line speed:
78 Mb
This is neither my phone number & my exchange is Wickwar (cab3)  could this be the root of my issues?

I'm a copper wire length of 1Km from my fibre cabinet and that is important to whether the up to 76Mb will give a great speed than up to 38Mb, the OR fibre engineer told me not to order//upgrade as I would get no more even might get less.
( Direct distance to fibre cabinet is about half that distance, have seen the OR map and my copper goes off in the wrong direction from my house).

The phone number showing there will not cause any issues with your sync speed. I think it's showing a 'test' number but we shouldn't really use these on customer accounts.
The estimates for your actual phone number are around the 40Mb mark, so that's where I'd expect to see speedtests coming in.
