Slow speed in area - downgrade or cancellation possible?

What are my options here, we are getting 2MB download speed, the minimum guaranteed was 6MB.
At the moment, line rental included I am paying £33 per month which seems ludicrous for 2Mb download and phone line that we dont even have a phone plugged in to.
The BT engineer recommended we downgrade to regular a ADSL Broadband package which is cheaper and would get the same speed, I have updated a current support ticket but no response and PN are taking the first direct debit this week.
Can anyone help please? Thanks in advance.
