Slow speed after switching

Hi,
So I got plusnet fttc activated on the 9th and was getting the speed of the line (about 40mb) during downloads.
Now the line is still sync'd at 40.2 but during downloads I am only seeing a speed of about 2mbps instead of the normal 4mbps i would normally get.
My question is this normal behavior during the first few days of activation?

It isn't but it can happen that a late or dubious Delta Report is received mucking up the Plusnet Current Line Speed - see my sig for a link

Yup, showing a line speed of 21 Mb, do I give them a ring in this case?
