Routing issues to 69.65.31.25/96.65.31.25 that nobody else connecting to that IP has issues with?

I'm currently experiencing what seems to be a routing issue to specific game servers that nobody else has reported having these issues to those game servers, it seems to be specific to my ISP and or location and I'm wondering if there's anything that can be done other than using a VPN to re-route traffic to fix the issue.

No problems with trace route to 69.65.31.25 106ms round trip. 96.65.31.25 failing on last hop, either not responding or out of action. Using Plusnet & Plusnet DNS.

The first IP isn't a game server it's a hosting site in the U.S umbrahosting.com and that gives a ping of 105ms which is a little high, the second IP doesn't respond it either blocks pings or just isn't there hard to know which and my guess it's not a game server either.

Maybe say which game you're trying to play so someone can know what to be looking for.
