Apparently I am connected to the internet, but am unable to do anything that requires a connection.

Sounds like you have DSL sync, but PPP hasn't authenticated. If so, this seems to be a common problem, but one Plusnet denies being a pattern.

Is this a new connection?
Plusnet tend to send out emails regarding these in the morning, often before the work is completed. After Openreach do their connecting Plusnet still have to activate the account. This can take up until midnight.

Were you due to be connected today?
If you pop your number into the DSL Checker and look at the narrative below the estimated speeds there should be something along the line of an open order on this line is due to complete on hopefully todays date.
