Fix

Did a "return to factory settings" on my router and it solved the issue.

Don't ask me why it worked, I haven't changed any settings recently, and unplugging it didn't work! Huh

2 of the websites that I couldn't ping before, now work, so something weird was going on.

With that upstream speed I would have expected a faster downstream. Is it still around that speed after the fix?

Faster than 19Mb/s? I don't think that's possible even on a full 20Mb/s upstream sync. My downstream is 65Mb/s and I've never seen better than 18.7Mb/s on the upstream. I'm surprised that poster gets 19Mb/s up when they only have 20Mb/s down.
