Poor download speeds from unlimited broadband

I've been a customer of Plusnet for a couple of years, switched when we moved house. Broadband was connected for the first time when we moved in. We have never got more than about 7.5mbps download, I thought because we live in a rural area.
I upgraded to unlimited broadband in February this year. We were promised download speeds of 8-14 mbps, but the download speed went down rather than up and has stayed down at around 6.3 mbps. Question 1: How do I get the promised download speeds?
We live in a cul de sac with six other houses and Iast week I discovered that my neighbour directly across the road is consistently getting average download speeds of 19 mbps from Sky. Question 2: should I cut my losses with Plusnet, cancel the contract and throw my lot in with Sky?

Due to this I'd definitely advise getting a fault reported to us at https://faults.plus.net
