Packet Loss

Receiving a lot of packet loss. My Skype is lagging (the voices i hear are almost robotic and are cutting out mid sentence), I know it isn't just my Skype because if I try to play a game or something on my computer it gets around 30% packet loss.

I've done a speed test and it says I've got 0% packet loss but this is impossible and I've done the cmd test to check my packet loss and it says 3% when i pinged it 20 times.

 

Could I get an update or something. At least someone tell me that PlusNet is sorting this out. I'm gonna call support in the morning but just want to clarify that I'm not the only one getting an issue like this?
