Overloaded Exchange/Cabinet?

This has been happening for a few days in a row now with the same time frame, I am not sure what's going on.
I wasn't downloading or uploading during these time periods and you can see the packet loss is definitely getting worse towards peak time.
Is it possibly the exchange all of a sudden or some new subscribers on my cabinet?
Gateway pcl-bng03
I am going to try another gateway and see how that goes, but I can feel this packet loss when playing online.

Did the gateway swap solve it?

There's no packet loss showing on that graph?
The yellow is latency, which may be caused by peak time congestion at your exchange or something as simple as the connection being used heavily.
