BT Openreach own the cables - ultimately they are responsible for fixing the wires (not PlusNet). If they believe that the tree is the source of the issue, they should be discussing the matter with the tree owners.
PlusNet can only ask BTOR to fix the service, they have no means of forcing matters. Given that the fault is external to the individual's property and impacts a number of users, there is no need (or real expectation) that each affected user will be phoned to arrange a repair, as a visit to property is not required.
If the tress are damaging the utility services, any individual can report the matter to either or both of the council and BT Openreach - this at least delivers the satisfaction that every possible avenue of resolution has been tried by the person most affected - the end user.

Superusers are not staff, but they do have a direct line of communication into the business in order to raise issues, concerns and feedback from the community.

The quickest way for the OP to have the issue resolved is contact and pester the council/OR.
