New fibre order at S35 4DE postcode

Is there a particular issue around ordering fibre at this postcode? My father as repeatedly tried over the weekend online where it fails at the final step and the order isn't submitted and he is advised to ring , upon where he has been informed that there's a problem  with the system.
The DSL checker is showing fibre product as  available at the address. He was advised he would receive a callback but so far nothing.
If anyone could shed some light he'd be grateful.
