New customer, slow speeds, sync speeds doesn't match actual speeds test

Very slow speeds doesn't match what minimum has been promised , actual speeds test  doesn't match  Sync speeds , testing via. Ethernet cable (images attached)

 

Actual speed tests are very variable  :-  from 9 Mbps- 35 Mbps

Sync speed - 56.48 Mbps

I am on static IP
