New Customer - Upload Speed Fault?

I them find out that the product is 40/2 and not 40/10 or 40/20... so i complain and 2 days ago i was promised that they would uncap the upload to allow what the line can handle..
well my line now syncs @
Downstream: 21.44 Mbps
Upstream: 4.903 Mbps
the 21.44 is around 10Mbps slower than with sky (I intend to replace the terrible One Hub) so i may see a difference then
but the upstream is only 1-2 mbps slower.. i can live with that for now, but what i cannot live with is the speed test ( i've used many, including the BT one) shows my upload at 1.7mbps constantly.. its like there is an artificial cap on the upload.
I should add that for one brief moment, when my router was connected to setup@plusdsl.net i actually got a speedtest of 4Mbps+
I am on the verge of cancelling under mis-selling, not to mention that the ASA has confirmed yesterday that Plusnets "totally unlimited" claims are wrong and they must stop using them!!
if this isn't sorted today then I am cancelling.

Login to the Hub One, Go to troubleshooting, click Helpdesk and post that stats from there please.

I am concerned that my IP Profile is at 21.5? shoudlnt that be at 40?

The IP Profile is about 0.967 of the sync speed
