Just a thought. Does your phone cable come off a pole? A couple of years ago I had a line fault that ended up with the cable from the pole opposite being replaced. Presumably the wind had done something to it. Been 100% ever since.

Hi
Is your dwelling fed by an overhead telephone line, from the top of a pole?
If so is the telephone moving in the wind?
Do you have a Telephone?
Can you hear noise/crackles on the line when the wind blows?
The telephone line as to be quiet for Broadband to work well.
If you can hear noise, then raise a telephone fault with Plusnet:
https://www.plus.net/my-account/tools/phone-troubleshooter/
If the line is quiet, follow the broadband troubleshooting process at:
https://faults.plus.net
