My Dads line has increased upload at the cost of download

Firstly this isn't about the account that is tied to this account but a different one.
My dad has had a sync of 32/2 for a long time, in the last week this has now changed to 27/5, he phoned up to try and get the download speed reinstated but was told that they couldn't do that except under certain circumstances (because losing 5mbit on the download isn't enough of a reason?).
He doesn't need the extra upload and would like his download speed back to where it was (originally he was quoted between 32 and 40mbit), the best that has been offered is to send out an engineer but this will be a waste of everyones time.

Basically moving from 40/2 to 40/10 resets the profile which means that the default noise margin goes back to 6dB and G.INP is disabled
It should sort itself out

G.INP shows as enabled there though.
How long until the next SNR level is attempted by the DSLAM?

G.INP can happen fairly quickly but the drop to 3dB needs longer to assess stability
