Low line speed compared to router Max Data Rate

Hi
Two related questions:
1. Is there a reason why my line speed has dropped while my Router Max Data rate has crept up?
My line rate has dropped down to ~28Mbps from 30+, while my Max data rate as reported by the router is 33Mbps.
Am I now stuck on a profile that limits me to ~28Mbps despite the router max rate?
2. Why has the BT line speed estimate dramatically increased while my line speed has dropped?
I had an engineer out to fix a previous low speed problem and at that point accepted that due to the external line distance/quality I was probably going to be at the low end of the previous line speed estimate.
That range was previously 27-39Mbps and I was getting about 28-30Mbps.
Since then I have swapped the PN HubOne for a BT HH5B, which has gained me about +3Mbps, so a line speed of 30-33Mbps.
Since about 1 week ago two things have happened:
The estimated line speed is shown as:
Phone exchange:LYMINGTON
Estimated line speed:51Mb (This may vary between 35Mb and 51.1Mb) - Checked on 2016-09-09 17:37:59
Current line speed:27.2 Mb
AND the drop in line speed covered by question 1.
I had left it connected for at least three days to see if it would improve. I Have not seen any disconnections that were not due to me rebooting, moving or disconnecting the router; or power cuts last night in the storms we had on the south coast.

An update.
Logged as a fault. PN response is no fault found.
Since then my Data rate has dropped further and is now 25Mb/s. Hub Max data is steadily increasing.
Following a Hub restart:

Looking at my OOKLA speed test results for the last 2-3 months shows my transition from ADSL to a faulty fibre connection limited to 20Mb/s, the fix by the engineer resulting in 30+Mb/s, the Plusnet outage followed by a steady decline! Coincidence?
