I'm still experiencing problems with slow internet speeds. I've installed a new MK4 and new Master Socket 5C but still not getting the speeds as estimated.

Plusnet cannot change the IP Profile remotely for a FTTC (Fibre) line, only an Openreach engineer can once they have fixed a fault and think it is necessary to do so.
What does the BT IP Profile show at http://www.speedtest.btwholesale.com/ and run the "Further Diagnostics" once the speed test has completed to get those details.
All Plusnet can control is the "Current speed" at https://portal.plus.net/my.html?action=data_transfer_speed but for most users today this is not valid due to Plusnet network changes over the past year and a bit.

Unfortunately these are not the speeds im paying for. The IP profile seems to be 'stuck' at 36.46 Mbps and not at the estimated speeds I was given when I signed up.

As @SpendLessTime has said we can't reset the profile remotely.
I'd recommend reporting a fault here so we can get this looked into for you.
