Issues with downloading a file

I play a game on Android called The Pinball Arcade, each different table is downloaded through the app, on Plusnet, the download is either very very slow, or fails completely.
At work today I have tried it on a TalkTalk connection and it works fine.
I captured the URL that the app is requesting so that I can do some testing of my own, the URL is http://androidfiles.pinballarcade.com/TCreature_v4.0.rez
Pasting this into a browser on a PC whilst on Plusnet times out, however on TalkTalk it downloads the file as expected.

Could someone look into this or could other members confirm the same issue on their plusnet connections? I've verified that it affects two completely seperate plusnet connections so I'm thinking it might be related to the route it takes on Plusnet.

It seems the plusnet iwf filter is intercepting at some point. See the imgur thread.
Looks like the proxies can't cope with the amount of traffic or are doing super deep inspection, and so are causing issues.

12 minutes is around 50KB/s, that's terrible.  It took about 6 seconds on TalkTalk.
How do you even open a ticket on the member centre these-days? The option seems to have disappeared?

I did a download test using the TBB site and selected the 50MB file with it coming down in just over 1m. So yes the 12m for the 34MB is chronic maybe they're having issues or capacity problems. But from reading other post I suspect the issue may be closer to home.
