Is there a 3rd party site that says where there might be major BT circuit / line issues?

Hi, I am wondering if i get really bad speeds and after doing all the basics, if there is somewhere to go to apart from a telephone centre (plusnet or whoever0 that records where there are major failures in the lines. I don't want to spend time on phones if i can quickly google somethign that says problems in x area. I assume plusnet would be as suseceptible to 3rd party (BT) line errors , so can go straight to find out where there might be listed current major line/circuit issues.
