Is my download speed being capped?

I have had fibre for about 2 years now, with consistant download speeds of 38Mbps until about 3 months ago. The speed is now around 31Mbps.
I have just renewed my contract for 24 months where the "estimated" speed says it should be 39-40Mbps. I phoned Plusnet support, and one advisor said my line speed was "capped" and opend a support ticket. I was asked to do some tests at my end which told me my line speed was capable of a higher speed.
I am attaching the details of my line speed.
I have had a reply to my ticket, saying that my download speed is within 80% of the estimated speed, and no further action is being carried out.
Should I just accept this explanation, or is there a way to find out if my line is being capped?

Please post the results of the BT speed test further diagnostics

Since my first post, I have again spoken to Plusnet who agree that it needs further checking and are arranging for an BT engineer to check.

Which confirms your original assumption - your line is capped - and given your upstream rate you should be getting a lot better

I am not very technical.....who might be capping the line and why?
Can I do anything about the situation, apart from waiting for a BT engineer?

The automatic system and it needs a BT Engineer to find out why as, not only is it capped, the retransmission is set to high.
All this indicates a line problem somewhere which needs sorting

Thank you for the help.
It has taken many calls to PN over the past week to finally agree to do something about this. I had been told my download speed was within the 80% tolerance allowed.

It means that G.INP is enabled - look that up on Kitz site

Called PN again this morning, only to be told the advisor gave me the wrong information yesterday that a BT engineer would be called!!
So back to square one. Seems that PN tell me different things on different days.
UPDATE:  I was called today and the advisor said that an external engineer would look at the issue within 72 hours......because my profile was "banded"......whatever that means?

Banded is explained here http://www.plus.net/support/broadband/speed_guide/broadband_terminology.shtml and is what I was referring to when I agreed it was capped

BT engineer called this morning. Fault found on nearby pole. Profile reset...back to 38Mbps  Smiley

Grettings, how did you get on? i`m experiencing exactly the same problem as you but seems to be capped at 23mb

still awaiting plusnet attention
