See my info from PN website and current modem stats. AttainDown=76960 but DataRateDown=60064. Does this mean there is a cap in place?

Re: Is PN capping my sync speed?

There's no cap applied to your line as your DLM profile is "0.128M-80M Downstream, Error Protection Off - 0.128M-20M Upstream, Error Protection Off"

Re: Is PN capping my sync speed?

Thanks Matthew I was just curious. Can you offer any thoughts on why the sync is significantly below the max?

Re: Is PN capping my sync speed?

Noise margin varies continuously and the attainable is based on the current conditions, i.e. what you might sync at if you resynced at that moment. It suggests that the last resync was at a time when the background noise was higher. Having a good margin as you have at present will give greater stability and fewer errors so unless that small drop in speed is important I'd leave well alone.
