Infonet IP addresses & Gateway congestion

Recently I have been allocated IP addresses from an Infonet pool.
The thing is some systems recognise these as ip addresses with geolocation or registration in the US.  Is Plusnet aware of this and  likely to get this range registered properly?
On another note after trying to change IP by disconnecting the router I noticed that there can be up to 6 ms ping difference between gateways.  Is it luck of the draw or is there some congestion on the Plusnet servers?
