As I suspected it was on the wrong product, I thought it unlikely that DLM would apply banding on both upstream and downstream at exactly the same speeds as unlimited fibre.

Thanks for the help. Now getting 80/20 on the DSL Status as below on my DrayTek 2860n:

Seems the download is still ranging from 20/30 Mbps only. I have run multiple times. Upload speed is spot on.
Any ideas?

Is this user on a fixed IP?
This reads like the old stuck IP profile issue but I thought that was long history with the “new” network?
In another browser tab, login into the Plusnet user portal BEFORE clicking the fault & ticket links
Superusers are not staff, but they do have a direct line of communication into the business in order to raise issues, concerns and feedback from the community.
