Those figures look pretty convincing, and tally with the Plusnet estimates.  Either they are wrong (it is possible), or you have some internal wiring issues. The usual steps of using the test socket at the master socket if you have one, and/or a different micro-filter, might help.

If not, since you have a speed below the guaranteed minimum you should be able to get it looked at - although speed issues are not a current priority (for Plusnet and OR) so it may take some effort...

That doesnt look to be fitted by Openreach or BT (back in the day). Have a look around to see if there’s any other telephone sockets.

If you don’t get much joy it’s probably worth raising a fault ticket at faults.plus.net asking for an engineer visit to investigate the fault further. 

If you have internal wiring issues the odds are that you’ll be charged £65 but the engineer will probably be able to fit a master socket to isolate any suspect wiring.

It’s an old Art Deco building but was completely modernised a few years ago. I imagine all the wiring is new.

OK, the trouble is that the wiring, it was probably done by an electrician, and whilst that might be ok for a phone, it causes chaos with vdsl signals.

As per @Thrall  suggestion, if you can't find a proper BT/Openreach entry point, then get a fault raised. 

Think where you want the router, and ask the engineer if they can make that the master socket. Make sure the kettle is on, and a fresh packet of chocolate biscuits is in a handy place - Covid precautions taken.

Thank you for you help, wiring done by electrician makes sense. Happy to pay to get a better connection if needed, until full fibre makes its way to my area of north London!

In retrospect it may be difficult to progress a speed fault in the current climate as I believe Openreach engineers might only go inside a property if there’s a total loss of service and if the fault can’t be fixed from outside. 

Then again the engineer you get may be happy with taking all the proper precautions and safety measures and go inside, or identify and fix an external fault.

Is the building split into flats? If so it is quite likely that there is a comms cupboard somewhere that contains the OR feed, which is then distributed to the individual flats using the wiring that the builders put in during the renovation. It might be quite problematic sorting that out...
