Talk to your council. There are a couple of government run schemes that try to work with BT to make cabinets financially viable enough to upgrade,. The most well known is BDUK. That is in the middle of a new and final round but this time it looks like BT won't be involved and for a single cabinet that could be a problem. I doubt anyone but BT could even contemplate the costs of upgrading a single isolated cabinet.
See the first few articles here: http://www.thinkbroadband.com/
But today BT have comitted to getting everyone at least 5Mb/s (in exchange for not being broken up by Ofcom). Unfortuantely I suspect they'll be doing it with a satellite service and that has a whole host of issues which make it a naff solution.
At the end of the day it comes down to money. BT are not obliged to run services at a loss to anyone (and have a legal duty to their shareholders not to do so). Perhaps your cabinet is just too expensive for the number of users on it or perhaps too many of the properties on it are too far from it to benefit 😕
