Glenrothes FTTC openreach/plusnet 6 months of unusable congested peak time speed

I was promised the exchange would be rebalanced, others that openreach were going to have work done by mid/ late october.
6 months of less than ADSL speeds during peak times glenrothes has suffered.
Paying for FTTC but getting less than ADSL speeds during peak times for so long is poor service no matter which way you cut it. (and with no sign of compensation forth coming).
Plusnet which is owned by BT which also owns openreach cannot solve this problem so another provider is out. (all fttc in glenrothes will be congested till work is done).
Noticed that no future maintenacne is planned on any glenrothes exchange.
So because openreach connected to many houses or never planned enough capacity within my area I have a substandard service.
Now its not my job to contact openreach that is my suppliers job. Its my suppliers job to make sure I and others in glenrothes get adequate service - this has failed in every regard.
So I'll ask here what is plusnet going to do? ( I'm not raising a ticket to wait three days to have someone say re balancing and for nothing to come to fruition).

If so, they were due to move 125 users on 30 Nov to rebalance things - not sure if this went ahead though as the report it from last week.
Edit: Actually all go back to Glenrothes Central, so I assume that is where the issue lies.

Although the same source says that permission had been granted and that it had elapsed. Whatever is going on someone has dropped the ball and by now I'd be looking at BT. I'd still believe a cable break rather than lack of capacity planning but either way it's a poor show. BT have extra regulatory powers that mean they ought not to have to wait long to repair a fault.
Has the OP tried contacting BT's CEO? On occasions in the past that's worked out well. Failing that why not contact your MP?
I wouldn't bother too much about PN though. They can't even manage their own processes properly let alone sort out BT's.

I'll keep posting daily updates on speed until this is sorted. Aswell as contacting customer support every other day.
Also from point of view whose legal responsibility for this - is it plusnet? its pointless going to trading standards for this even though it is now failing the 'Sale of Goods & Services Act' cause they would do he haw. Cant go to ofcom as they dont handle individual complaints on broadband.
Openreach maybe the main culprit here but plusnet has agreed to provide me a service and regularly charge me as such.
Also now the congestion has got so bad daytime offpeak is around 6mb at most.
I'm a patient man btw this has been 6 months! gradually gotten worse and wont get better till work is done!

Ah but is it? Just because it's not doing what you want does not mean it's failing. Services don't come with any guarantee of suitability or fitness for purpose, only goods have that. But you may be closer to having a case than most people because six months with an obvious fault and no resolution would not be considered 'best efforts' by many people.

Just to let you know that I was moved onto a less congested VLAN last week, and after a few days of slight improvement, I'm getting decent speeds again all day. Of course, I asked why this wasnt done 6 months ago, and got a "they didnt think it would improve things" answer.
Frustrating as hell.
Still cant get too excited, as Ive been told its only a temp solution - the proper fix is still to come!
You should see if you can get moved too (although dont tell everybody)
(Note: the broken cable thing, im pretty convinced that was just an excuse, or more likely another unrelated issue. It was apparently repaired months ago and made no difference. This issue is simple over-subscription with inadequate hardware in place. Or money-grabbing as its more commonly known).

Oh money grabbing seems unlikely. Money grubbing possibly. There's not enough money in residential services for anyone to 'grab' anything but on some exchanges (the most recently enabled) BT may be grubbing around in a desperate attempt not to run them at a loss.

But it still sounds more like incompetence, dodgy systems or something we just don't know about to me. If there wasn't enough capacity in place there'd be no spare VLANs to move you onto. BT are usually pretty good at keeping pace with demand and don't normally take long to upgrade it when they do get caught out.
But...who knows. It seems BT got it wrong somewhere and none of us will ever know how.

I am in Glenrothes and lately have been getting terrible speeds, less than 2 MB download although upload about 10 MB. Very bad at the weekend. Should be getting up to 40 MB and 20 MB. Was about to lodge a complaint until I saw this thread but will monitor a while.
Would the Glenrothes issue be the reason?
