Getting less than half the speed i should be...

According to BT Wholesale check i should be getting 40mb/sec.
I am currently getting around 18mb/sec. - I'd raise a question but i'm unable to due to the Wizard constantly asking me to type a valid mobile phone number, even though it is.
Please can someone look into, and tell me why/resolve.

You're syncing at about 25mb at the moment. I have updated the details stopping you from proceeding with the troubleshooter. Are you ok to see if this can be re-raised now?
