Fibre upgrade - upload speed increased, d/l speed static at 3mbps

Hi, formally switched over to advanced fibre yesterday.  My upload speed has increased significantly ranging from 13 to 18mbps now, but my d/l speed has stayed consistently at approx 3mbps, as it was prior to upgrade.  Not aware of any issues on phone line and have hardwired into router.  BT wholesale speedcheck returns an error message when i attempt to run advanced diagnostic feedback.  Have restarted laptop/router, disconnected and reconnected.  Can you advise?

check here https://portal.plus.net/my.html?action=data_transfer_speed and if that is just above 3mb/s try chat to get it changed to match the IP profile

If you log into your router and disconnect then reconnect it should sort this.

Alternatively just reboot it and it'll do the same.
