I agree 40/2 is ridiculous.
We had 20/2 with ADSL2+ Annex M on Be Pro back in 2008
At least make it 40/4

It costs Plusnet 50p less to supply 40/2 compared to 40/10, which means that they can advertise their 40Mb fibre broadband for the lowest possible price. Supplying the lowest cost product also gives Plusnet the most flexibility to control their profit margins.
That in itself is fine if as a customer you simply want better speed than what you had on ADSL, but as others have said it is inexplicable as to why Plusnet don't offer 40/10 AS WELL for a slightly higher price.
The problem is that some customers want more than the most basic offering and would be willing to pay for something better, the real issue is that Plusnet are not listening to their customers and won't acknowledge that there is a demand for mid-tier or high-end products.
Since 16th January, this situation has become even more indefensible as BT Openreach now have 55/10 -
