How high your phone line is from the pole won't really have any impact on your speeds.
You are nearly 900m from the cabinet and this is the limiting factor, the longer the line the higher the electrical resistance and the less broadband signal gets to the router.
Your speed is about 80% of the A range so it's performing within expectations and Plusnet won't and shouldn't log a fault. A GEA test won't prove anything other than what the speed test and BTW ADSL checker is already telling you.
As a point of comparison, my line is 800m from.the cabinet and I get speed test around 30 meg.
People who get higher speeds have shorter cable runs to the cabinet so there is less signal loss.

Of course you have a point there further away the less it will be and I've just had that proven by a family member who lives literally in front of the FTTC Cabinet 44 by one house and she's getting 76Mb/s Down and 18Mb/s Upload with BT... Distance to me is the cause low speeds. Therefore I don't need to comment anymore. Although I would like people's views if I should upgrade to get the faster upload speeds?

Going back to your BTW ADSL checker results, the max upload speed is showing as 4 - 6 meg.

So the question is are you prepared to pay an extra £5 a month for a 2 meg increase in upload speed and the same download speed you are getting now. (You could get up to an additional 4 meg upload, but that's not guaranteed so I'm using the worse case)

 

That's not really a question for me or anyone else to answer, but hopefully you can now make an informed decision from the posts on here.

Your download speed is not too good, if your estimated speed is below 40Mbps then PlusNet will not let you upgrade to fibre extra so you can't get a better upload speed, other ISPs may be more reasonable and may be able to improve the upload speed.
