Extremely slow internet

Middle of the night and I'm getting such speeds:

Why is it 2 mb?

It looks like your account was a bit slow to update to your sync speed.

I can see that's since been done. How are your speeds looking now?

Apparently its already fixed but I feel like its not really, only partially.

I wrote to support using chat, they fixed it and it was caused by other failure that's got fixed but my connection was still in emergency mode. Something like this.

Now speeds are better, but in game experience is laggy (there is a packet loss). Do you know if anything is still happening?
