Evening high latency

Hi all,
Just moved over to Plusnet 38mb FTTC from ADSL, though I was with BT Infinity a year or two ago.
Basically the speed is great, and ping is consistently 7ms, until around 9pm yesterday when ping started varying up and down, for some periods reaching around 80ms. Also jitter of ~10ms. Around 11pm it returned to normal.
Today it has happened again, however seems to mainly have stopped by 10pm.
I would think it was a problem with my line or cabinet, but I came across this page: http://community.plus.net/ping-graphs/
To my surprise I see quite a few other people with the same issues at the same times, all of whom are apparently on fibre connections:

They basically mirror my experience yesterday.
Others on the page however are as normal.
I'm presuming this is a recent issue? A fault somewhere? Not seeing anything on the status pages etc.
I understand that some peak time issues can be normal however today there has been no decrease in speed (just ping increase) and many people seem to have no issues.

Im about 12 miles from manchester and looking at my samknows graph mine deteriorated last night at about 8pm onwards, worst i have every seen it, usually a 74mb download but it went down to 49 loads of packet loss and from 12 ms to 60 ms, but by 11pm it was all running as normal.
