Evening Download Speeds

Does anyone else get really slow download speeds in the evenings compared to during daytime ?  My fibre broadband download speed is so much slower in the evening from around 6pm onwards. During the day I get around 39 Mbps and in the evening I am getting around 3 Mbps which is just useless really. I have read that this could be because of congestion at the exchange but will this really make the download speed drop as much as this ?
