Download speed below minimum guaranteed speed

Hi Anyone,
 
Hopefully a kind member of staff will pick this up?
 
When I first switched from ADSL to FTTC, I was unaware that I had interference from dodgy internal extension wiring, affecting the 10 day/two week training period, as a consequence my downstream went from 24 to 17mbps. However, after performing a successful quiet line test, and relocating my filter and router from master to test socket, my upstream immediately jumped from 3 to 7mpbs, and the following couple of weeks saw my downstream increase slowly up to a max of 31mbps. My IP profile upload has always shown a max of 10mbps, my IP profile download has always been just shy of my downstream (which I believe to be normal). When I carry out speed tests on BT Wholesale, wifi or cabled, my upload is always around 6.5/7mbps, my download is always about 95% of the IP profile max - it's more or less the same across all devices. So while my upload is within my estimates, my download has failed to ever reach my guaranteed minimum speed.
Would someone be helpful enough to check my line, and make sure my profile is set correctly?

@AMC1973 Nowhere have you indicated  what your guaranteed minimum download is, and your download is correct when compared with the profile quoted on that test report - you have to allow for overheads.

OK - you obviously are suffering somewhere, but I don't know why or where at the moment. Is it possible to post the details of the Help Desk tab on you router, but ensure you remove/obscure any personal information. This may help a little more, but please note I am not an FTTC expert, and there are only limited ways to influence the system, even at ISP level.

The only thing that stand out to me there is your D/S SNR figure - unless FTTC operates differently to ADSL, that suggests DLM has upped it to correct some line fault - my 'target' margin (on ADSL) is 6dB, but varies from 13 to 16 - I live with it as it doesn't bother me, but it does mean I lose 1/1.5MB on my top speed.

My FTTC has a target of 6, so that is high.
Could be banded?

My thoughts too, @dvorak - but can PN resolve these issues on FTTC as easily as they can on ADSL?

If the underlying issue is removed they can ask for a reset now, I believe

Interesting you mention "banded" there; I've been wondering about that. I believe that's quite common with unstable lines - which I definitely had for the first couple of months.

I would try contacting Plusnet on Monday and ask them to run a KBD check, which will confirm or disprove banding, and also possibly give them an idea of what needs to be done next.
