I'm sorry and disappointed to see this. I'll aim to get both issues sorted for you ASAP.
I've just tested the line and we're not seeing any obvious issues at all. Can I just check if you've tested speeds over ethernet to the router? If not can you try that next please and let us know what you see?
With regards to the billing I've just checked your latest bill and that looks to be correct, can you send some evidence maybe on a PM to me of what you've seen so I can dig further into that for you?
