I assume you've tried to get that fixed. It sounds more like a fault than crosstalk to me.
I'm not sure vectoring will help upstream anyway. See this tbb thread.
Edit - See the linked thread. I was wrong about the vectoring on upstream. But re a possible fault, I see you were asked to do some diagnostics on 16 July but didn't respond.

Don't get your hope up too high as we won't be seeing vectoring roll out for another two years! BT are often so slow on trialing things. Vectoring & G.Fast etc.

G.fast appears to be BT’s primary forward direction and it makes little sense to spend big on FTTC Vectoring when they occupy a similar timeframe.

G.fast requires Vectoring so whether they do vectoring first or at the same time as the G.fast rollout  who can say.
