Cessation Charge?

My 18 Months contract with Plusnet will come to an end soon, I will pay my 18th monthly payment on the 8th September. So, I am now starting to review my options and I have been looking around to see what other offers are out there. A couple of offers have caught my eye and I am thinking of switching, come the end of contract. Looking at my account details I have noticed a detail that I would welcome some clarification on. I am referring to the CESSATION CHARGE (£30.00 upon cancellation) that is showing up. Does this have to be paid when I move to another fibre broadband provider? This Cessation charge only showed up in my details after I downgraded from the 76Mb fibre to the 38Mb fibre in December 2014.  Here is a link to 2 screen grabs of my details. One is from 6th December 2014  (before the downgrade) which shows a cessation charge of £0.00 and the other is from a screen grab done today showing a cessation charge of £30.00:

First, no! The cease charge does not apply on a migration. Only on a complete "Cease order" being place. What follows is just trying to work out what will have happened.
It looks as though you got the downgrade without a restart of the 18-month term, but were you told it would be 12-month? It's hard to tell exactly what happened when from those two shots.
The £30 cease fee will have been reinstated at that time however, and it looks as though 12 months from 25/11/14 may be the date. Are you a month out in your post, and your final payment is in October? I've tried working from the £18.60 early termination figure but can't make it match up with anything, as that will be calculated up to end of term.
Or you may be right about the date and your pre-downgrade shot was taken after they started the downgrade process with no term restart, so the Fibre Extra cease charge had been cancelled, but the new 40Mbps product not activated.
Something along those lines.

Thanks for the reply.
Before requesting the downgrade I checked through the terms+cons  to see if it would affect  my 18 month contract and I found this:

Which seems unequivocal, I did also ask on here, too.
The first screengrab of my account details dated 6-12-14 was done after the downgrade request ( which was made on 25-11-14) but, before its implementation.

I am pretty certain I am correct with my monthly payments and my 18th payment will be on the 8 Sept. Here is a screengrab of my 16 monthly payment so far. Payment No 17 will be on 8 Aug.

If I am correct with my details should my account NOT be showing the  £18.60 early termination figure?
