I've checked your line and what you've wrote, and there's nothing restricting your speeds.
The below test results with no banding showing indicates that the line has recently been reset:

Thanks @Alucidnation, it may be a little too soon to say right now, but testing currently shows the line in sync within the estimates (Albeit not by a huge amount).
It may be best to monitor for a little while before taking any further action.

Thanks for the heads up.
I've read the engineer notes and unfortunately they've said that your line is achieving the best speed it can do. Looks like your current sync rate of 58mbps is above the estimates of your line at 55mbps too.

Hi,
Thanks for checking.
This is not the best speeds my line can do.
I understand that this is a small improvement on what it has been recently, however, it is still 10 down on my previous consistent speeds and still no explanation as to why my speeds plummeted on the 8th December 2018.
As i said, the engineer was asked to perform a lift and shift but he said there was ' no point' and that he would 'have to lie' to get it authorised.
However, the escalation team at Openreach had specifically authorised for this action to be carried out.
From what i can make out, it is quite time consuming for them to do and it appears to me, they are avoiding it.
Also, what i have also noticed is that every time i am disconnected for them to carry out the tests, when i reconnect, i appear to obtain a different IP address and connect at differing speeds, which also leads to me to believe there could be issues with the Plusnet gateways.

I understand what you've said, but unfortunately we'd struggle to get our suppliers to investigate further as they deem your service working within expectations as you're within the estimates of your line.
Also, what i have also noticed is that every time i am disconnected for them to carry out the tests, when i reconnect, i appear to obtain a different IP address and connect at differing speeds, which also leads to me to believe there could be issues with the Plusnet gateways.
This is kind of irrelevant to the issue you're experiencing. As you're on a dynamic IP address, each time you reboot your router you generally will get a new IP address though sometimes you won't because our dynamic IPs are a bit sticky as they're location specific and come from a smaller pool of IPs. Either way your IP and our network has no impact on sync speeds.
