Can I switch to the 38/19.5 package from the 76 / 19.5 mid-contract?

When I first got plusnet fibre I had these speeds:

After a while my speeds started dropping every so often and now I'm down to:
http://www.speedtest.net/my-result/4070288931
I understand that this can't be fixed since it's a BT issue? But I was wondering if I could switch my package sine I'm paying £5 extra a month for something I can't use.

You will need to call Customer Options on
0800 013 2632
0330 123 9197
8am - 8pm Monday to Friday
9am - 7pm Saturday
9am - 6pm Sunday
However before doing that can you post the results of a BR speedtest - Further diagnostics when wired and also the Current Line Speed from https://portal.plus.net/my.html?action=data_transfer_speed

Hi there.
As Oldjim has stated you'd have to contact our Customer Options Team with regards to changing the package.
With regards to the speeds there are numerous reasons why they may have dropped from what they were.
Depending on what is causing the issue we may be able to do something about it.

If you can get back up to speed as to speak that would be great (I've been at ~40/10 for months now which is why I am thinking of a downgrade)
