Wow I got it to work on my phone 
Right I've tested from our end here and I haven't been able to replicate the issue which rules out anything related to your account.
This makes it a bit harder to pin down what is exactly happening as with the levels of packet loss your seeing I would expect your ping graph to be awful but it isn't.
Do you have another laptop or machine that you can run the ping plotter on?

Correct me if i am wrong But reading from Mr Google results , causes of packet loss ===== congested network ?
Normally yes however that sort of loss is catastrophic and if all users on certain gateways were getting that level of loss we'd see more posts on here and our call centre would be busy.
The only thing I can suggest doing is us booking a engineer to test the line and replace the Openreach modem.
