If u try this on 4G plusnet mobile data it will work but not on my Plusnet wireless router. I just test it at my parents as they are with Plusnet their site can't get access wttr.in as well. Not just me. Oh well. Guess my mate was lucky to access it.

No it's not, SORBS is about blocking email:
The SORBS (Spam and Open Relay Blocking System) provides free access to its DNS-based Block List (DNSBL) to effectively block email
Yesterday they ran out of their paid for resources and I saw the same response as you.
Today when the allowance has been reset it's working fine.

Ah, so the problem is understood at last. 😀 It is simply the web site host has a daily limit, and when that is exceeded it is blocked for everyone.
