checked my IP and it say BT Internet Northampton , wierd

Same here Ron although you should edit your link as it has a couple of extra characters.
This link works but still gives the location problem

I get the same on my BT connection.
WeirdlyI also get a 404 if I use the link in your post

Plays fine on my phone on Plusnet/EE.

Same error here on my Plusnet IP.
Tried through a VPN with a Central US IP and it played without issue. Switched back to Plusnet IP and it now plays.

Very strange indeed.
It won't play for me locally using Google's DNS but it plays fine from a VPN endpoint in The Netherlands

It's very odd. Like others, I can't see the video (which is very boring) on various computer is my household (with quite different DNS arrangements), but I can on Opera's VPN from holland.
I ran google's "namebench" program on some of these computers. Most of them said things like
How odd! Only 12.6 percent of name servers were pingable.
except for one, newly installed, that just took DNS by DHCP from my router.
My best guess is that the BBC just took a link from some correspondent in India that for some bizarre reason fell foul of some bureaucratic restriction. Second best guess is it included the word "poo", that caused some nanny-ish problem.
If anyone cares, they should probably take it up with the BBC rather than Plusnet. But I have to admit, it's curious.
