Early August Plusnet reduced my upstream to 10 from 20. Advising that the new contract would eventually be 55/10. No problem until i found that I could no longer achieve more than 40 downstream. Called in OR ,engineer 1 confirmed that my line would only achieve 40 (aluminium 10 pair) not happy that he OR didn't report the cable situation to Plusnet so Engineer 2 was called in. A more enlightened chap who together with myself located a redundant copper 10 pair and rerouted my local cable through it. Speed at home socket 55/10. Requested Plusnet to modify their sync. to 55/10 and amend distance to cabinet to 465 Mtrs. Last ticket message from Plusnet said I could only have 40 downstream unless I change my contract to 80/20 ?. What has happened to my 55/10? Do I have to add this complaint to Ofcom's growing list?

You should be on 55/10.
As you're on the new network and don't appear to have a static ip, your account shouldn't be capping the download speed.
Just to confirm, are you currently still getting the 10Mbbps upload, or at least above 2Mbps?
