40/20 to 55/10 switch has left me with only 5 Mbps upload

Somewhere in the process of switching me from the old 40/20 service to 55/10 my upload speed seems to have got capped at around 5 Mbps instead of 10.

Before Monday's changes BTW speedtest gave my upload speed as around 12.3 Mbps, with a max of 20.

On Monday, the upload speed changed to 9.5 with a max of 20, but the download speed was still capped at 40.

Yesterday, you finally removed the 40 cap and I'm getting download speeds of around 45 Mbps with a max of 46.77 but my upload speed has dropped to 5.15 Mbps with a max of 20.

I tested this again today and there has been no change.

The maximum of 20 Mbps indicates I am still on the old OR 80/20 product, and the speed caps are Plusnet's doing, not OR.

Can anyone say why my upload speed has dropped like this and what to do about it?

I don't know if this is a new problem, or related to the mess of switching from 40/20 to 55/10.

My line clearly can support the (new) maximum of 10 Mbps upload, (I was getting it from Monday through Wednesday) so why have I now only got 5?

Basically, yes. I haven't tried a reconnect yet today.

By reconnect I mean I leave everything powered on, unlpug the OR modem from the phone line unitl the broadband light on the Plusnet router goes red, then reconnect the modem to the phone line. That way, I get both a modem retrain and a router disconnect/reconnect..

I am currently connected to pcl-bng03 I'm afraid I don't have a record of what I was connected to previously.

The sequence of events was:- (Stats from BTW Speedtest rounded for simplicity)

(Max speeds / actual throughput)  (My interpretation of what that means)

Last week : 46.9/20 / 38/12.5 (I have a Plusnet 40/20 service on OR 80/20.)

This week Monday

(no reconnect) 46.9/20 / 38 / 9.5 (I get upload capped at 10.)

(Reconnect) 46.8/20 / 38 / 9.5 (No change)

Wednesday

(no reconnect) 46.8/20 / 38 / 5 (My upload has halved for unknown reason)

(Reconnect) 46.7/20 / 38 / 5 (My upload has halved for unknown reason, lost a fraction of max attainable speed for download))

Thursday

(Reconnect) 46.7/20 / 45.5 / 5 (Lost another fraction off max attainable)

Friday (today)

(no reconnect) 46.7/20 / 45.5 / 5 (No change)

I'll try another reconnect later and post results.

Update, 

I logged into the router and disconnected and reconnected to get a different access point. I am now on ptn-bng02.

The speed stats from BTW Speedtester are essentially the same: max attainable 46.77 / 20 Actual 44.87 / 4.9 Mbps.

Update:

Retested just now with no further disconnect / reconnect, and the upload is back to 10 capped.

BTW results:

Down: Max 46.77 actual: 44.7 Mbps

Up Max 20 actual 9.17

Whatever the cork was, it is now back out of the bottle. I appear to have the 55/10 service that was promised for Monday, albeit via OR 80/20 product.

I'll put it down to a transient glitch that lasted three days...

Still welcome any notion as to what happened. The 5 Mbps performance seemed so consistent and across different access points for it to have been congestion.
