IIRC the product before 38/20 was 38/10. The original was 38/2 but changed upwards when the first (allowance capped) 76/20 was introduced.

But I don't understand why 40/2? As all other isp's have 40/10. Rather odd move by Plusnet.

A very poor move Plusnet.
Unless of course it is just a typo/error, in which case, you ought to get it fixed.

I think it for new customer only because if the product revert from 40/20 to 40/2 it would mean it need an engineer to go to the cabinet to change product 80/20 (default) to 40/2 and reset DLM.

There are huge numbers of customers on legacy products at legacy prices. I'm even on the current FTTC 78/20 but paying an earlier price for it because of when I upgraded to it.
The new price list is for signups from 17 June 2015 but I think they are no different from the 14 June 2015 ones except the discount deals are now "hard-priced in". There is a section:-
Quote 5. For customers who signed up between 10th June 2014 and 16th June 2015 and any customers changing their broadband product (including re-contracting or upgrading), the prices are as follows:

Off topic, it's a been a very positive experience so far with Plusnet. Phoned them up a couple of times during the switch from my old provider, and got proper answers reasonably quickly. You would not believe how bad my previous ISP was, if you needed to talk to them.

I know the download issue is ally but I've never understood why upload is always lower.

even BT (the parent company) still offer 40/10 as the basic fibre product.
i'd like to hear the rational behind this decision - of course we'll never be told.
i was getting to the point of upgrading from ADSL to Fibre 40/20 - but that is now completely out the window with 40/2
i sync at 17Mbps down which is more than enough for me, so it was mainly the upstream improvements that was the main factor for me. at 2Mps on fibre it's not longer worth it at all.
